Online Safety and Media Regulation: An individual complaints mechanism

DCU Anti-Bullying Centre (ABC), UCD Digital Policy Centre, and ISPCC provided input on the proposed Individual Complaint Mechanism in Ireland

22 March 2022. Our Centre for Digital Policy, alongside the DCU Anti-Bullying Centre (ABC) and the Irish Society for the Prevention of Cruelty to Children (ISPCC) submitted replies to an Oireachtas-appointed expert group’s questions regarding the potential operation of an individual complaints mechanism as it pertains to the Online Safety and Media Regulation (OSMR) Bill 2022.

In providing replies, we acknowledged the impacts of harmful content online and the efforts of many children’s groups and advocates in Ireland who have called for individual complaints mechanisms. We also queried how such a mechanism will function alongside the role of the National Digital Services Coordinators provided for in the text of the EU Digital Services Act. We commented on the limited real world data and empirical research-based evidence available to guide how such a mechanism could operate in practice.
